  1. They’re basically the same nowadays; Apple’s been using regular Intel PC parts for more than 10 years now. Macs can run Windows, and you can run Mac OS on many generic PCs if you’re technically inclined or you can follow instructions.

  2. You can run both on a Mac. Easy peasy. Use Bootcamp to install Windows on your beloved Mac then restart after you specify you want to boot from Windows. No need to be technically inclined to do it. Full instructions can be found on Apple Support.
